Axis 4 : Responsibilities of governing bodies

Here, in contrast to Axis 3, the responsibilities of those in charge are developed. It highlights systemic weaknesses, gaps, insufficient or incorrect handling of the organised state in response to the problems of the overall population, whose actions and choices are limited due to institutional impositions by government bodies, both central and local, as well as associations, and so on. An important moment is the shifting of responsibilities downward, towards individuals.
