The question about the direction of change, whether towards individual or collective responsibility, arises. The first participant, showing clear signs of tension on his face with a lowered gaze and a reddened face, takes a clear stance and believes that the responsibilities of the individual and society are paramount.

P. 4: I was thinking primarily about society, and then, considering that we talk about the agencies involved, the ministries, like the Ministry of Culture, the Ministry of Labor, the Ministry of Education, and even the banks regarding liquidity. I simply believe that change is more of a personal matter. The ministries, for example, are run and operated by people. It is an evasion to judge only the ministry, without wanting to protect any of them, by all means. I usually take a critical stance towards institutions. The human factor is very powerful. Employees are people, we are people who vote, and it goes even further back before we get to the ministry.
